The bill issued by ENWIN covers charges from three utilities: electricity from ENWIN and various provincial bodies, water from Windsor Utilities Commission, and waste water from the City of Windsor.

Knowing how to read your bill is a good way to monitor your exact electricity and water usage, and understand your monthly bill and the services it covers.

Account Information and Usage Details

Account Information:
This section contains important information about your account, including your balance, previous balance and date of last payment.

Your Usage Details:
This section provides you with all your meter information, including meter type (electricity or water), meter number(s), read date(s), usage registered and loss percentage. See the Glossary Of Terms below for more information.
 

Electricity Charges

Summary of Electricity Charges:
This section contains a detailed summary of your electricity charges. The Glossary Of Terms (also found on the back of your bill) will help you understand what these charges are based on.

Water Charges

Meter Fixed Charge:
This is a fixed monthly charge, based on the size of the meter connected to your address. ENWIN collects this charge on behalf of Windsor Utilities Commission for costs associated with the distribution system and treatment plant, including upgrades and replacements.

Water Main Replacement Levy:
This charge is based on 45% of the sum of the Meter Fixed Charge plus Water Usage. ENWIN collects this amount on behalf of Windsor Utilities Commission for the replacement of watermains.

Water Usage:
This charge is based on the amount of water in cubic metres (CM) consumed at the address during the billing period. ENWIN collects this charge on behalf of Windsor Utilities Commission for costs associated with the distribution system and treatment plant, including upgrades and replacements.

Waste Water Charges

ENWIN collects Waste Water charges on behalf of the City of Windsor based on waste water rates set by the City. 

The fixed component charge is based on the size of the meter connected to your address. The consumption charge is determined based on the amount in cubic meters (CM) of water consumed at the address during the billing period.

Message Centre:

On the back of your bill, you will find notes about payment conditions, current promotions and customer initiatives offered for electricity and water by ENWIN and Windsor Utilities Commission. From time to time, you may also find information about waste water services provided by the City of Windsor in this section.

How to Calculate Your Bill

Visit the Ontario Energy Board's interactive Bill Calculator to help estimate the effects of Time-of-Use pricing on the electricity bill. You can compare your current bill and Time-of-Use bill using current usage information. An interactive tool is also available through our myENWIN portal that allows you to compare pricing plans and provides a visual aid based on your billing history.


Glossary of Terms

This section, located on the back of your utilities bill, offers further information to help you understand your electricity and water charges.

 

Electricity Portion of Your Bill

ELECTRICITY - This is the cost of the electricity supplied to you during this billing period and is the part of the bill that is subject to competition. ENWIN collects this money on behalf of the generators.

DELIVERY - These are the costs of delivering electricity from generating stations across the province to ENWIN and then to your home or business. 

Part of this money is forwarded across the province, to cover the cost of building and maintaining the transmission and distribution lines, towers and poles and operate provincial and local electricity systems. Part of this money stays with ENWIN, to cover the costs associated with building and maintaining the local distribution system (in Windsor). 

A portion of the delivery charges is fixed and does not change from month to month. The rest is variable and increases or decreases, depending on the amount of electricity you use.

LOSS % (LINE LOSS ADJUSTMENT) - The delivery charge also includes costs related to electricity lost during the distribution process.

Equipment, such as wires and transformers, consumes power before it gets to your home or business. It is normal for a small amount of power to be lost as it travels over the utility's power lines to your home or business. 

In calculating your electricity costs for the billing period, ENWIN multiplies your electricity charges by an adjustment factor, approved by the Ontario Energy Board, that accounts for electricity lost on the line. The charges for these losses are included on the DELIVERY line of your bill.

REGULATORY CHARGES - Regulatory charges are the costs of administering the wholesale electricity system and maintaining the reliability of the provincial grid. ENWIN passes these charges on to the regulator.

GLOBAL ADJUSTMENT - Electricity generators in Ontario receive a combination of payments from the operation of the wholesale market, payments set by regulation and payments under contracts. Your portion of the net adjustments arising from these and other authorized payments is included on your bill as the Global Adjustment.

Water Portion of Your Bill

This portion of your utilities bill covers the charges related to water production and distribution. ENWIN collects this money on behalf of Windsor Utilities Commission, at rates set by the Commission, for potable water, and on behalf of the City of Windsor, at rates set by the City, for waste water charges.

FIXED CHARGE - Fixed monthly charge based upon the size of meter connected to your address.

WATER USAGE - Amount of water in cubic metres (CM) consumed at the address during the billing period.

WATER MAIN REPLACEMENT LEVY - 45% of the sum of the Meter Fixed Charge plus Water Usage.

WASTE WATER FIXED COMPONENT - Fixed monthly charge based upon the size of the meter connected to your address.

WASTE WATER FIXED COMPONENT - Calculated at a rate per number of cubic metres (CM) consumed at the address during the billing period.
